Backup and restore of harvester cluster

1. create a deployment in harvester cluster
2. Go to the rancher’s cluster list and make a backup of the harvester cluster
3. After the backup is complete, delete the deployment created in the harvester cluster
4. go to the list of clusters in the rancher and restore the harvester cluster
