Create a harvester cluster with 3 master nodes

1. add a harvester node template
2. Create harvester cluster count set to 3

Expected Results

1. The status of the created cluster shows active
2. show the 3 created node status running in harvester’s vm list
3. the information displayed on rancher and harvester matches the template configuration
