Create new network (e2e_be_fe)

1. Navigate to the networks page in harvester
2. Click Create
3. Add a name
4. Add a VLAN ID
5. Click Create

Expected Results

1. You should be able to add the VLAN
2. You should see the VLAN show up in the networks page
